Fallout 76 Wasteman will eventually add human NPCs to Bethesda's GaaS attempt, but it must first undergo some testing. Registration for the beta version will end later on January 14, 2020, so you can try it out.

Fallout 76's Wastelanders Beta is only available on PC. In addition, registration will end on January 14, 2020 at 6:00 PM Eastern Time / 11:00 PM GMT. To try to qualify for the beta test, you need to visit Bethesda's registration website and fill out the required forms.

If you want to experience the services provided by The Wasteland as early as possible, there are some rules to follow. For starters, you need to sign an NDA to prevent you from sharing any recorded footage or images that you may have acquired during the test.

Those participating in the test will be tested on the Wastelanders building in development, so they should expect to encounter problems during the game. In other words, it's not too different from the regular experience of Fallout 76.

Since testing will be done on PTS, it should not be confused with the upcoming Private Test Server being developed by Bethesda. This is a standalone update used only to test the Wasteman.

The next time you log in to PTS, all progress made will be saved and available, but in some cases, Bethesda needs to erase it. What's more, no progress on PTS will be carried over to the live version of Fallout 76 when Wasteman is launched.

After January 17, 2020, Wastelanders PTS will remain operational, meaning that participants in the test will always have access until the offline date announced by PTS later on this date. There may be some downtime during maintenance.
